Nagbabala si Sen. Joker Arroyo kay Pangulong Aquino na mauuwi sa wala ang paglikha sa isang truth commission sa pamamagitan ng isang executive order.
“It seems that the government is bent on putting every problem, every irregularity, everything, on the truth commission. There’s nothing wrong with that,” ani Arroyo, na executive secretary sa panunungkulan ng yumaong Pangulong Corazon Aquino, ina ni G. Aquino.
“But anything that the President does via an executive order does not have the force of law,” anang senador.
Inaasahang iimbestigahan ng truth commission ang mga pinakamalalalang kaso ng kurapsyon sa panahong 2001-2010.
Ngunit mga resource person lang ang maaanyayahan ng isang komisyong nilikha sa pamamagitan ng isang executive order, ani Arroyo.
“It cannot compel attendance, it cannot compel anything, it can only invite. It will have no subpoena powers,” aniya, kinontra ang pahayag ni Justice Secretary Lilia de Lima noong Martes.
“That will be a toothless commission. It would suffer from a very legal flaw,” ani Arroyo.
